I have the honour to forward for your

consideration the enclosed copy of a letter from Sir Paul

Chater on the subject of the proposed construction of a new

Tramway to the Peak, together with a plan showing the position

of the route to be taken and of the terminal and intermediate

stations.

Since the receipt of Sir Paul Chater's

letter, negotiations have been proceeding with Mr. A. Findlay

Smith, the promoter of the scheme, with regard to the conditions

upan which the ground to be utilised for the Tramway should be

granted by the Government. I attach a copy of a minute on the

subject by the Director of Public Works, who se proposals I

consider fair. They represent a payment to Government of

$12,018 for the ground leased both for the line and for the

stations, and an annual to tal Crown Rent of $535. It has been

proposed in addition, and accepted by Mr. Findlay Smith, that

the land occupied should be granted on a 75 years' lease, with

the option of renewal, and that the ground on which the various

stations are to be built should be granted on 30 years' leases.
